งานวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาใน 4 ประเด็น คือ (1) การสร้าง กระบวนการพัฒนาระบบการจัดการข้อมูลตำบลในพื้นที่ขยายผล ให้สามารถนำฐานข้อมูลไปใช้ สนับสนุนการตัดสินใจวางแผนพัฒนาพื้นที่ (2) ค้นหาปัจจัยที่นำไปสู่ความสำเร็จ ในการขยายผลการ จัดการข้อมูลระดับตำบล เพื่อสนับสนุนการตัดสินใจในการพัฒนาเชิงพื้นที่ (3) ความเป็นไปได้ในการ จัดตั้งศูนย์ข้อมูลตำบลและเครือข่ายศูนย์ข้อมูลตำบลนำไปสู่การบูรณาการเป็นเครือข่ายในระดับจังหวัด และ (4) นำสารสนเทศที่เกิดจากฐานข้อมูลครัวเรือน/ชุมชน ไปจัดการเรียนรู้ภายในตำบล สร้างองค์ ความรู้ขยายผลสู่การพัฒนา เกิดประโยชน์ในพื้นที่และตำบลใกล้เคียง องค์กรปกครองส่วนท้องถิ่นที่เข้าร่วมโครงการวิจัยเชิงปฏิบัติการในครั้งนี้ คือ องค์กร ปกครองส่วนท้องถิ่นที่อยู่ในเขตอำเภอเชียรใหญ่ จังหวัดนครศรีธรรมราช จำนวน 4 องค์กร ดังนี้ (1) องค์การบริหารส่วนตำบลเชียรใหญ่ (2) องค์การบริหารส่วนตำบลไสหมาก (3) องค์การบริหารส่วน ตำบลท้องลำเจียก (4) องค์การบริหารส่วนตำบลบ้านเนิน มีพื้นที่เขตปกครอง 2 ตำบล คือ ตำบล บ้านเนิน และตำบลบ้านกลาง ผลการวิจัยพบว่า จากผลการศึกษางานวิจัยในพื้นที่ องค์การบริหารส่วนตำบล (อบต.) 4 แห่งในอำเภอ เชียรใหญ่ จังหวัดนครศรีธรรมราช พบว่าผู้บริหารคือ นายก อบต.ให้ความสนใจเข้าร่วมโครงการ สืบเนื่องต้องการลดงบประมาณในการพัฒนาลงโดยเฉพาะการทำแผนที่ภาษี ซึ่งเป็นข้อบังคับของกรม ปกครองส่วนท้องถิ่นให้แต่ละตำบลจัดทำแผนที่ภาษีเพื่อประโยชน์ในการจัดเก็บภาษีบำรุงการพัฒนา ตำบลและบุคลากรด้วยการให้มีเจ้าหน้าที่ใน อบต.ที่ได้รับการมอบหมายจัดเก็บรวบรวมข้อมูลเข้าสู่ โปรแกรมหลัก 2 อย่าง คือ โปรแกรมขอนหาด และโปรแกรม MapWindow GIS โปรแกรมขอนหาดนำเข้าข้อมูลประชากรจากทะเบียนราษฎร์ในโปรแกรมมีข้อมูลคนพิการ ผู้สูงอายุ ผู้ติดเชื้อ ผู้ยากไร้ การศึกษาของคนในชุมชนข้อมูลที่ดิน การประกอบอาชีพ และข้อมูลกลุ่ม องค์กรชุมชน อบต.นำข้อมูลไปใช้ประโยชน์ในฝ่ายพัฒนาชุมชนเป็นส่วนใหญ่เพราะมีความเกี่ยวข้อง กับชุมชน และฝ่ายการศึกษาในการบริหารศูนย์พัฒนาเด็กเล็ก และการมีข้อมูลประชากรจะมีการร้องขอ จากส่วนราชการที่เกี่ยวข้องเพื่อนำจัดเก็บเป็นข้อมูลระดับจังหวัด และระดับภาคใช้ในการพัฒนา โครงสร้างประชากร และใช้ประโยชน์ในชุมชนที่เกี่ยวกับฝ่ายปกครองผู้ใหญ่บ้าน กำนัน กลุ่มองค์กร อาสาสมัครสาธารณสุขชุมชน เป็นต้น ที่เข้าไปขอใช้ตัวเลขประชากรตามวัย และหมายเลขบัตร ประจำตัวประชาชนของคนในชุมชนในการทำกิจกรรมพัฒนา ซึ่งล้วนก่อประโยชน์กับคนในชุมชน ทั้งสิ้น This research.
