| บทคัดย่อ/คำอธิบาย | : | It is widely held that effective administration of the government and other public agencies is of vital importance to the success of the national plans for development. Most leading policy scientists also contend that the best people of any governmental personnel system are those familiar with the knowledge of the policy content and knowledge in the process. If such a condition exists it would render effectiveness to the day-to-day decision making in the public sector and build more responsive administration. This research attempts to investigate the general characteristics of the individual administrators assigned to the policy formulating and implementing roles in six ministerial organizations of the Thai Civil Service system. Administrators in the two basic roles include those who have the authority to formulate policies and programs, the implementation of which has a significant effect upon society and its members. This corps of administrators is primarily permanent-hierarchically ranking government officials ranging from C-11 which is the highest position down to C-4 which is normally recognized as having roles to do with implementation. The two groups of randomly selected policy administrators are comparatively analyzed in terms of their social backgrounds, career patterns, educational and inservice training, and political attitudes. They are then examined in their respective administrative environment in terms of job satisfaction, decision making authority, and other related variables. The study suggests that there were no significant differences between the policy formulator and policy implementor. Obviously the Thai administrative service does not allocate policy roles on the basis of family connection and social background criteria. From the general analysis and observation it can also be concluded that on the average the Thai policy administrators are by and large characterized by attitudes and orientation favorable to the fulfillment of their assigned duties. Promotion and assignment to important policy decision is linked to capacity and good performance, aside from a number of formal prerequisites which must be met. Educational attainment seems to be an important factor but less than in-service training. Other than that the study has discovered that the formulators and implementors are generally similar in most respects. |
