Emergency Response and Remediation Division, Waste and Hazardous Substance Management Bureau, Pollution Control Department Among several agencies working on chemical accident task in Thailand, the three government agencies, i.e., The Department of Disaster Prevention and Mitigation, The Department of Industrial Works and the Pollution Control Department were focused on by this study because of their conspicuous activities, especially in data collecting of chemical accidents. It is not only concerning about keeping statistic record of chemical accident incidents, which were daily reported to each office, but also publicizing information on the web sites. The Department of Industrial Works and the Pollution Control Department have initiated an operation on chemical accidents investigation. However, its purpose is for internal use only. To get more advantage, it is recommended that The Department of Disaster Prevention and Mitigation should be promoted to play its role in participating to the chemical accidents investigation. Recommendations for chemical accidents management and protection: 1. Development of reporting system for Thailand chemical accidents statistics by enhancing the Department of Disaster Prevention and Mitigation to act as a national information center of chemical accidents. Owing to the broad personnel network working in all area and its readiness of nationwide information system. In addition, the center has to create a linkage to connect information with other related agencies. Furthermore, to support the utilization of safety management system for chemical accidents, the potential of human resources has to be improved for efficient data collecting and reporting. 2. Chemical accidents investigation report is needed and must be prepared by every agency. It is also important that the knowledge and experiences of chemical accidents investigation has been transferred between government and private sectors. 3. The development and information transferring of chemical accidents protection should be considered for the appropriated target group. 4. Surveillance by members of the community, who have a chance to get disadvantage impact from the incidents of chemical accidents, is beneficial for people to perceive information from the government and related private sectors. Most of all, it is to encourage the public participation to keep watching and informing tracing of danger from chemical accidents. 22 case studies of chemical accidents, gathering from practice experiences and incidents, was published under the title of “Tracking for Chemical Accidents: Case Study from the Practice on Emergency Response and Related Cases” It gives some lessons and conclusions as follows: - Situation analysis and assessment bases on technical and scientific knowledge and public communication. - Situation analysis and assessment needs to learn from past experience. - Inefficiency on Safety management system is the main cause of chemical accidents. - Chemical Characteristic is a clue of the procedure on chemical response. - People empowerment and community surveillance should be strengthened. - Networking for chemical safety management must be reinforced.
