The objectives of this research are to review the existing standards and regulations governed throughout whole supply chain together with ability and problems of standard compliance, synthesize and offer the suggestions to support the propulsion of food safety leading to the action taken. Pacific white shrimp (Litopenaeus vannamei) is the important commodity with high economic impact as Thailand is one of the largest shrimp producer processor and exporter. The export volume is approximately 500 thousands tons equivalent to value of 60 billions per year. The ratio of export to domestic consumption volume is as high as 90:10. Shrimp produces are from aquaculture, mainly in Southern, East and Middle part of Thailand. Provinces which are main sources including Suratthani, Chantaburi and Chachoengsao. Situation of food safety revealed that it is no doubt that shrimps for export is safe for consumption due to tight regulations and inspection of importers while shrimps for domestic consumption can not be specified as safe since not enough samples are collected for analysis. The shrimp supply chain including hatchery and nursery farms/ raising farms/ collectors and wholesale market/ then separate to processing plants/frozen companies for export and to supermarket and local market for local consumption excluding the support unit like feed/veterinary drug stores. Laws, standards, and regulations which clearly specify with necessary safety requirements are set to control each step throughout the supply chain as well as the monitoring system. Three government organizations are involving in this system, namely 1) Department of Fisheries and 2) The National Bureau of Agricultural Commodity and Food Standards (ACFS) under Ministry of Agriculture and cooperatives and 3) The Food and Drug administration (FDA) under Ministry of Health. From the research survey it is found that the producers, auditors and academic experts are all agreed that Thai shrimps are safe for consumption, the regulations governing throughout the supply chain are cover and sufficient for control. Even though still some farmers use antibiotics, the control measures especially for the veterinary drug stores should be monitored instead of announce new mandatory standards. For current situation whereas all farmers who wish to sell their produces for export need to certified for GAP standard which mean that they are willing to apply even though it is not announced as mandatory standards as it is one of the condition to issue fry movement document, FMD and movement document, MD required from frozen company to assure traceability, no addition of mandatory standards are necessary but only take more careful monitoring program. All analytical results in this research lead to 4 suggestions including, emphasis on additional control measures for veterinary drug and chemicals stores, emphasis on post-marketing of chemicals used in aquaculture, provide more academic supports to farmers as well as help services, consideration of clear functions and collaboration among government sectors, develop price incentive measure for farmer to enter into quality assurance system and launch a food safety campaign for consumer.
