This is a research and development using Participatory Action Research approach. The objectives of this research were to: 1) develop and enrich teaching ability of teachers and learning capacity of students and youth in schools in Khon Kaen province in Science, Mathematics and Thai language, 2) develop collaborative network in learning and teaching development between tertiary level institutes, local organizations and schools in Khon Kaen province. Target group included 35 school in five educational service areas and twenty-two capacity teachers. The research emphasized training teachers in both content and pedagogical knowledge in the three subject areas. The first phase, the training sessions and networking were the main task of the project. The training, after action reflection and classroom observation were employed. In the second phase the main research team empowered capacity teachers to strengthening their networks by using peer tutoring and coaching approaches. The research instrument included diary, report, field note, reflections and the instructional innovation produced by teachers. The obtained data was analyzed by content analysis. The research findings were as follows: 1) Students showed the characteristics of analytical thinking skills in their work performances. The students in some schools showed the improvement of Ordinary National Education Test score. 2) The project started with 35 schools and 22 capacity teachers, but there were 26 schools and 9 capacity teachers left by the second phase. 3) There were three educational service areas 1, 3, 5 that showed a strong tie of teachers’ networks. 4) The collaborative in local network between LLEN and local organizations were in educational service area 3 and 5 and Pan Municipality Office.
