The purpose of this research is to study a properalternative in establishing a community organizationand management body for housing estates which willeffectively manage infrastructure and public utilitiesin according to the housing development law. The rssearch's conclusion explored that majorproblems of housing estates from low-end to high-endwere the lack of intensive management for communityinfrastructure and public utilities after they werecompleted and transferred to end users. This wasbecause the limitation of existing regulation, theMinisterial Decree 286, which does not mention the wayproperty developers should manage their completedcommunities' infrastructure and public utilities.Although the Land Department has purposed to amend theexisting regulation about the housing development byincluding the concept of juridical entity for years,the proposal is not materialized yet. To solve these problems, the study suggested thatshould-be alternatives would base on the residents'demand on effective management system forinfrastructure and public utilities. After realizingthe demand, a proper management must be adopted.According to the study, the majority of residentspreferred the establishment of management body whichwould work similarly to "community servicecooperative", a legal body set up in line with theCooperative Code 1968. The study found that somehousing estates have already implemented the concept ofcommunity service cooperatives and succeeded with thisso-called management. So, the management concept ofcommunity service cooperative should be a goodalternative during the absence of new housingdevelopment law.
