This study aimed to investigate the curriculum utilization and science learning and teaching management in the context of community based environmental education, at Wang Pikul Academic Development Center, Petchaboon Primary Educational Service Area Office 3. The samples used in this study were 7 principals from 7 schools under Wang Pikul Academic Development Center, 7 teachers of the science learning strands group who taught Mathayomsuksa 1 students, each from each of the 7 schools under Wang Pikul Academic Development Center, and 2 educational supervisors from Petchaboon Primary Educational Service Area Office 3. The samples were 16 in total and they were all selected by using Purposive Selection method. The research tools were tape recordings and the derived data from the analysis of the group conversations were categorized and presented in the descriptive way. The research results have shown that the considerable problematic aspects of curriculum utilization and science learning and teaching management were in the aspects of testing and evaluation in which the schools only used tests to evaluate students' performance, inadequate budget to purchase learning and teaching materials and a lack of community learning resource center. Besides, the problems were also arisen from the personnel aspect, as the teachers did not understand the process of environmental studies, were not able to design environmental studies lesson plans, unable to teach science process skills, had other fields of studies degrees, instead of the science related degrees, and did not examine the local learning resource center in order to use the center as the source of teaching materials in class. Additionally, this also included the problems of learning and teaching activity aspect that did not have integrations with other learning strands and the use of local resources utilizing them in the learning management process, and there were quite few authentic assessments in class.
