School administration is an important strategy for educational quality development based on the needs of people including society. Therefore, a good model of the school administration is employed for educational development and human resource development. The objectives of the research were to 1) survey and analyze the problems about the administration for secondary school as a juristic person, 2) analyze and design an administrative model for secondary school as a juristic person focusing on academic affairs, financial affairs, personnel affairs, and general administration, and 3) assess the appropriateness of the administrative model for secondary school as a juristic person by nine experts. Results of the research were as follows: 1. The administrative model for secondary school as a juristic person consisted of four administrative divisions with different affairs as follows: 1) seventeen affairs of academic management, 2) twenty affairs of personnel management, 3) twenty two affairs of budget allocation and 4) twenty one affairs of general administration. 2. The finding indicated that main problems of academic affairs were school curriculum development, educational supervision, development and use of technology for education, development of internal quality assurance system and educational standard. Regarding the financial affairs, it was found that the problems of the management were cost price calculation, control and audition for purchase management, control of cost estimation, report on financial management. The problems of the personnel management were staffing requirement, recruitment, appointment and evaluation. The problems of the general administration were database development, technology for education, educational standard development and educational resource collection 3. The administrative model of four major areas: academic affairs, financial affairs, personnel affairs and general administration consisted of four steps: planning,organizing, leading and monitoring. In conclusion, the administrative model for secondary school as a juristic person is appropriate and practical, the result may be caused by the systematic steps of model design and development. The model is based on problems and needs of school administrators.
