The project ‘Design and Implementation of a Prototype Automatic System to Measure Website Maturity Level for e-Government Development’ has been approved by the Ministry of Internal Affairs and Communications (MIC) of Japan and Asia-Pacific Tele-community (APT) for APT under Collaborative HRD Programme for Exchange of ICT Researchers and Engineers on Advanced ICT (2005). The project has met its main objective which was to achieve a prototype application system to a certain level of automation to measure website maturity level for e-Government development. The system is proven of its concept that it can be used as a tool to help enhance public websites’ maturity of both information and transaction services for citizens. The measurement of website maturity level reflects through a unique one-page report namely ‘Website Score Card’.This score card shows e-Readiness of e-Government services via related government/agencys websites. A customized maturity model in line with e-Government website development in this region is defined and deployed in this project. Based on the deployed maturity model the ‘Joint Researcher Team’ (JRT) organized among researchers from both GITS, Waseda University of Japan and GITI, NECTEC of Thailand jointly developed a methodology for choosing some certainly appropriate criteria of an automatic system to be developed under this project. A standard set of application softwares and tools to measure website maturity level has been developed by using some appropriate open source software systems and tools for the development of the targeted application systems. Basically, the assessment model is designed as a combination between interactive survey system and automatic survey system. The former system is comprised of three sub-systems or tools. They are Online Survey System, Online Evaluation System and Online Report Generation System. The latter system is the collection of the so-called web robots, which are computer programs or applications which are working to get the assessment jobs done automatically.
