| บทคัดย่อ/คำอธิบาย | : | This thesis is prepared to study for guiding the appropriate development for the frontage area of Rachadaphisek Road from Asoke Din Daeng Road to Ladphrao Road. This is due to Rachadaphisek Road is performed into Circumferential Street System for solving the traffic congestions in the centre of Bangkok Metropolitan Area, which is necessary to provide throught traffic. At the sametime, its frontage area developing is inclining to be a commercial district. From the experience, it is accepted that strip commercial development always causes traffic congestion. Bangkok Metropolitan Administration ssigned authority as concerns realized this problem, so the regulation of land and building use control for the frontage site of Rachadaphisek Road within 15 metres from its right of way has been provided. But the controls occurred after the economic condition in this area changed. From the hypothesis, the frontage site of Rachadaphisek Road from Asoke Din Daeng Road to Ladphrao Road is going to be the strip commercial developing area because it is convenient for the accessibility, and this will cause the traffic congestion of the road and Rachadaphisek Road may lose its role of being an arterial that emphasizes the vehicular movement. When the study took place, it has been found that unless the strip commercial development was controlled, the traffic problems would occur like those on other arterials which were clearly seen in Bangkok but after the bublic sector provided the controlling regulation on land and building use, the growing of this area was slow down. Although the price of land as learned was quite high but many pieces of land have been abandoned without using. Indeed, the development of the frontage site of Rachadaphisek Road from Asoke Din Daeng Road to Ladphrao Road at present is not conform the economic condition. The obstacle of the development of this area has been caused by the restriction of law controlling the building construction within 15 metres from the right of way of Rachadapisek Road. However, this law is useful in encouraging the development of large landed properties but for some sites it is unworthy to put down capital for construction buildings because their boundaries are limitted in depth. The property of Railway Authorities of Thailand is allowed to build buildings in 15 metres depth along the strip. From studying about the elements of Urban street designing and planning, the knowledge of Geometric Design would be taken part in traffic management on Rachadaphisek Road as well as the acceptance of public participation on economic issue. In addition, the concept of strip and highway commercial development in some countries should be applied to the physical development for the frontage site of Rachadaphisek Road from Asoke Din Daeng to Ladphrao Road which could balance the economic development and the role of major road. The studying should guide to the restriction compromise that would not cause the disadvantages of traffic flow system for high speed. Indeed, Rachadaphisek Road will be the effective major road, together with its frontage site will be enhanced the effective economic land use according to the Nation Sixth Economic and Social Development Plan (1987-1991). ..ABT: |
