The main objectives of this research were as follows, to study behaviour in accepting educational innovation and technology and to study behaviour in receiving the message about accepting educational innovation and technology of outstanding teachers in The Office of Provincial Primary Education in the first education Zone. This research was survey research. The samples were 108 outstanding teachers in The Office of Provincial Primary Education in the first eductation zone. The questionnaires were used to collect data. As for data analysis, Frequency, Percentage, Mean and standard Deviation were processed. The results of the study ware as follows: 1. The level of accepting in educational innovation and technology of outstanding teachers in total was in decision level. 2. The level of behaviour in receiving the message about accepting educational innovation and technology of outstanding teachers was in medium level. 3. The outstanding teachers, whose the level of accepting in educational innovation and technology was in knowledge, attitude changing, decision and using level, had behaviour in receiving the message about accepting educational innovation and technology in medium level. 4. The outstanding teachers who had the level of accepting in educational innovation and technology in affirmative level, had behaviour in receiving the message about accepting educational innovation and technology in much level.
