This research is aimed at proposing developmentguidelines for the coastal zone of Pak PhanangDistrict, Nakhon Si Thammarat Province in accordancewith the development potential and Pak Phanang thecoastal zone's ecology system. Pak Phanang area is composed of the Pak Phanangbasin and coastal area with a diversity and abunance ofnatural resources which are basically important to thepast economic development. The land has been utilizedfor several activities such asagriculture,industry,coastal farming,andfishing.Coastal farming is the main cause ofenvironmental change coastal zone consequently has animpact on other resources usage and activities. According to the analysis, the problems in thePak Phanang is coastal zone could be categorized intofour aspects: physical aspect comprising

soil andwater resources

ecology aspect comprising mangroveforest

human's activities comprising land use, andquality of life comprising economics, socialdevelopment, and tourism. Most of the problems are related to physicalaspect, concerning natural resources and environmentaldeterioration. Lacks of water resources is theprinciple problem which is so critical in the northernpart of the district and the coastal zone, but not inurban area. The first step in development the area is torehabilitate natural resourecs and the coastalenvironment, especially water resources. This includedin proving the quality of surface water, provision offresh water for consumption and agriculture, andprotection of sea water encroachment. To correct andcontrol the impacts of land usage within the coastalzone of Pak Phanang District, it is recommended thatthe area be classified into conservation zone anddevelopment zone. The conservation zone is composed ofmangrove rehabititaion area and coastal conservationarea. The development zone is composed of diversifiedfarms, paddy fields, coastal farms, aquatic farms,orchards, industrial area, tourism area, and urbanarea. It is also suggested that development activitiesare consistent with the conservation of naturalresources and coastal environment so as to provideefficiency and goal achievement for the coastal zone inthe future.
