This research aims to study and analyse laws andregulations, roles, authorities and duties ofgovernmental and private organizations concerning themanagement and conservation of natural wetlands inThailand. An appropriate legal measures for themanagement and conservation of natural wetlands as wellas the structure of related organizations which complywith Ramsar Convention, these are the main objective ofthis research. The research result finds that the existing lawsand regulations are limit, obsecure and ineffective toenforce for the management of wetlands in Thailandi.e., most of the laws and regulations have bothutilization and conservation as the main objective butstill lack of distinctiveness and adequate efficiencyin solving the problems of natural wetlands. Moreover,some laws and regulations emphasize to exploit onlywithout any conserve to wetlands. Besides, among thegovernment organizations still have the overlapping intheir roles, authorities, and duties in the managementand conservation of wetlands. These are the implicationof ineffective and unsuccessful of Thai laws andregulations for the wetlands management. The abovementioned problems, therefore, theresearcher recommends to amend laws and regulationsconcerned in order to manage wetlands for theutilization and conservation suitable for the nature ofthem. and a RegionalCommittee for the Regional Policy and Action Plan inaccordance with national policy and Ramsar Conventionas to the principle of wise use, are also theadditional recommendation.
