This thesis aims at studying criteria, methodsand conditions of the land title issurance in theNongkai province area, which are related to an exerciseof power and influence embedded in the politicalprocess. Clearly, its focus is the politics of landtitle deed issuing. The study therefore basicallyhypothesizes that political influence has aconsiderable effect on criteria considerations ofgiving out land title and government policy changeswhich in turn asserts effective impact on the land toright and ownership system serving the interests ofboth concerned politicians and influential persons. The methodology of this study is based on acombination of document analysis and survey researchstrategies,plus interviews. Factual data collected fromdocument are analyzed pointing to land title problemsin the Nongkai province area. Together with thedocument analysis, the study make use of key peopleinterviews, including Department of Land (DOL)executives, members of both factual and disciplinaryinvestigation committees. These fact-based andattitudinal data of the investigations are crucial tothis study. The main finding of this study clearly indicatesthat important factors causing deviated criteria,regulation, and law, thus creating problems in givingout the land title deed in the Nongkai province areaare interventions of the politicians who have power andinfluence on the administration procedures andresponsible bureaucrats. These politicians could givebenefits both tangibly and intangibly to DOC officials,thus causing adverse impact on the organ of the statedealing with land title deed issurance.
