The goal of this study is to identify the relationshipbetween the allocation of health manpower and theeffectiveness of malaria control programme and to proposesome incentive policy options to make the programme moreeffective. The data of the distribution of health manpower(number of doctors, assistant medical doctors, nurses per10,000 population) and the effectiveness of malaria controlprogramme (number of population protected, number ofpatients'visits, mortality and morbidity rates) obtainedfrom 40 districts of North Mountain Region of Vietnam wereanalysed by using regression analysis. The results of the study proved that the allocation ofhealth manpower has affected the effectiveness of malariacontrol programme. The relationship between them is linearregression and the distribution of qualified health manpowercontribute a strong part to the effectiveness of the malariacontrol programme. The study also suggested that theallocation of health manpower should be considered as a veryimportant factor effecting the effectiveness of the healthprogramme. A part from showing the relationship of allocation ofhealth manpower and effectiveness of the programme, thestudy also introduced some incentive policy options forreallocation health manpower to make the programme moreeffective. Some research methodologies were also employedfor conducting a survey and analysis of the probability ofapplying those policy options.
