Even in light of the apprehension and reticence, provoked by the Fukushima catastrophe in Japan, for the future of the nuclear power plants development, in real practice, States are still supportive of the project insofar as the problems of energy shortage and earth warming remain ineffectively resolved. Thailand is in the same situation as other States across the Globe in having to search increasingly for sources of energy. Hence, the probe into the feasibility and readiness from different angles for the execution of the nuclear power plants project is inevitable. Although Thailand still has no clear-cut stance for a recourse to utilize nuclear power plants, in the wake of the trend for the majority of its neighboring counties in this region to resort to this type of energy, it still has to take interest in and be prepared for the myriad of problems that risk occurring which would entail detrimental impacts in regard of the nuclear safety. The imperative to scrutinize the feasibility and readiness from the legal standpoint is also a must, because they are the sine qua non for the execution and success of the nuclear program, given its being the required guarantee for the international co-operation and acceptance of the program itself both by the international and local communities. The objective of this research work is to underscore and demonstrate the need for the legal measures that must be prepared and undertaken by any countries that wish to develop nuclear power plants. The scope and orientation of this research work emphasize on the feasibility from the legal standpoint for Thailand to develop the nuclear power plants program, i.e. the readiness of Thailand as well as the various legal problems and impediments that need to be surmounted and dealt with to ensure the success of the program and to enable the program to be executed with safety and to secure the approval of the international and local communities.
