The objectives of this research are, after the project name ‘Ted Sa Ban Lek Nai Ted Sa Ban Yai’ (Small Municipality in Big Municipality, in English) has been implemented, firstly, to study about changing of attitudes and behaviors on public participation of community organizations and people. Secondly, it aims to study about changing of attitudes and behaviors on administrating of Khon Kaen metropolitan. The interview and focus group methods for data collection were used. There were 3 areas of study, urban, semi-urban and semi rural, rural areas. The samples were divided into 3 groups as follows, municipality’s executive staff, community organization’s leaders and people in communities. The totals were 63 samples. This study found that, after implementing the project, attitudes and behaviors about public participation in local administrations of community leaders and people have been changed. Those ones are increasing on citizenship, partnership and responsibility to community. And the municipality has been changed about increasing on openness and facilitative functions in order to support participation of community organizations and people in local administrations. By conclusion, from these changing, the quality of works of Khon Kaen municipality has been improved. There are 3 supported factors. First, respect to the people capability. Second, respond to the people’s voices. Third, ready to adjust inner procedures. Finally, because of these factors, Khon Kaen municipality has been changed very closely to be the ‘local administration organization of people’.
