ผลของโครงการสถานการณ์ปัจจุบันและแนวโน้มในอนาคตของประเทศไทยกับการใช้ทะเลอย่าง ยั่งยืนที่สำคัญประการหนึ่งก็คือ การชี้ให้เห็นว่าภาครัฐขาดองค์ความรู้ที่จำเป็นต่อการบริหารจัดการทะเลใน ภาพรวม ทำให้ขาดนโยบายและยุทธศาสตร์ระดับประเทศในการจัดการผลประโยชน์ชาติทางทะเลอย่างมี ประสิทธิภาพและยั่งยืน การศึกษาครั้งนี้มีวัตถุประสงค์ที่จะรวบรวมข้อมูล เพื่อประมวลผลและสังเคราะห์องค์ ความรู้ที่จะนำไปสู่การพัฒนายุทธศาสตร์การจัดการผลประโยชน์แห่งชาติทางทะเล โดยการจัดเวทีเสวนา ผู้เชี่ยวชาญและผู้เกี่ยวข้องในทุกภาคส่วน และการสังเคราะห์ความรู้โดยนักวิชาการเพื่อประเมินสถานภาพ โอกาสและสิ่งท้าทายของการใช้ประโยชน์ทางทะเลของประเทศไทย เพื่อให้เกิดแนวทางการวิจัยเพื่อการจัดทำ นโยบายการจัดการและใช้ประโยชน์ทะเลอย่างยั่งยืน นอกจากนี้ยังมีการพัฒนาฐานข้อมูลความรู้ทางทะเล ทางอินเตอร์เนท เพื่อเป็นเวทีในการแลกเปลี่ยนข้อมูลทางวิชาการและเผยแพร่ความรู้แก่หน่วยงานและ ผู้เกี่ยวข้องในทุกภาคส่วน การศึกษาครั้งนี้ชี้ให้เห็นว่าในอนาคตการใช้ทะเลจะมีแนวโน้มเพิ่มมากขึ้น โดยเฉพาะด้านการขนส่ง การใช้ทรัพยากรเชื้อเพลิง การประมง และ การท่องเที่ยว ซึ่งการใช้ประโยชน์ที่ผ่านมาขาดการบรูณาการที่ดี ส่งผลกระทบให้ทรัพยากรทางทะเลเสื่อมโทรมลงอย่างมาก และก่อให้เกิดความขัดแย้งระหว่างการใช้ ประโยชน์ด้านต่างๆ ในขณะเดียวกันประเทศไทยก็มีโอกาสและศักยภาพที่จะพัฒนาทรัพยากรทางทะเลมาใช้ ประโยชน์ได้อีกมาก เช่น ความสามารถในการทำการประมงทะเลทั้งภายในและนอกทะเลอาณาเขต การ เติบโตทางการค้าระหว่างประเทศทำให้เกิดการขยายตัวของการขนส่งทางทะเล การขยายตัวของการ ท่องเที่ยว ซึ่งกิจกรรมเหล่านี้สามารถนำเงินตราต่างประเทศเข้าประเทศได้เป็นจำนวนมาก ในขณะเดียวกัน กิจกรรมการพัฒนาทางทะเลส่วนใหญ่จำเป็นต้องพึ่งพาทรัพยากรธรรมชาติ จึงต้องมีการอนุรักษ์ทรัพยากร เหล่านี้ควบคู่กันไป การประเมินมูลค่าผลประโยชน์แห่งชาติทางทะเลนับว่ามีความสำคัญต่อการบริหาร จัดการทะเลของประเทศเนื่องจากจะทำให้ทราบว่าผลประโยชน์จากทะเลมีมูลค่ามากเท่าใด รายได้จากทะเล กิจกรรมไหนมีค่ามากและควรที่รัฐบาลและหน่วยงานที่เกี่ยวข้องจะให้ความสำคัญ และผลักดันให้มีนโยบาย สนับสนุนในเรื่องดังกล่าวในขณะเดียวกันจำเป็นที่จะต้องคำนึงถึงผลกระทบต่อกิจกรรมการใช้ประโยชน์อื่น ด้วย นอกจากแนวทางการประเมินที่เหมาะสมแล้วข้อมูลทางวิชาการที่ทันสมัยถูกต้อง เชื่อถือได้และ ครอบคลุมทุกสาขานับว่ามีความสำคัญต่อการประเมินมูลค่าผลประโยชน์แห่งชาติทางทะเล ซึ่งท้ายที่สุดก็จะ ส่งผลดีต่อการบริหารจัดการผลประโยชน์แห่งชาติทางทะเลของประเทศ The outputs of the “Present Status and Future Trend of Thailand’s Sustainable Utilization of the Sea” Projects is that there is a lack of knowledge on marine resources and its contribution to Thailand’s economy. Such knowledge is essential for the establishment of marine policy of the country. The objective of this study was to collect data and information for the assessment of the status of marine development sectors in Thailand. The assessment was aimed at identifying problems, opportunities and challenges for Thailand in sustainable uses of marine resources. The expected output of this project is research guidelines leading to the development of integrated national marine policy. The study comprised meetings of experts and stakeholders and a comprehensive review of secondary data to evaluate the status of important marine development sectors namely fisheries and living resources, non-living resources and maritime transport. The major problems identified include degradation of marine living resources, fragmented and inefficient management of ports and shipping industry; inefficient use of petroleum products from the seas, particularly in overlapping areas with neighboring countries; lack of updated and comprehensive data system and, lastly lack of appropriate method in evaluating economic value of marine resources. The main outcome of the study shows that there has been an increasing use of marine resources, particularly in transport, petroleum exploration and exploitation, fisheries. and tourism. Unplanned and unsustainable uses of marine resources in the past have resulted in degradation of marine environment, depletion of marine resources and conflicts between various uses. We are facing challenges and opportunities in sustainable uses of our marine resources due to a growing demand for marine resources uses. Thailand has an opportunity to further develop our fisheries sector as the country has been one of the top fishing nations in the world. Our fishing fleets are capable of fishing both within and outside our national boundary. Our A continuous increase in export also provide an opportunity for expanding our port and shipping industries. Our seaside resorts have attracted tourists from around the world. These activities could provide a large amount of foreign exchange earnings for the country. But if we were to sustain all development activities in the marine sector we need to ensure that effective management system, which take into account conservation of marine resources, are well established. Economic valuation of use and non used value of marine resources and ecosystem services need to be taken into account in the policy development and planning processes. Integrated marine policy for the use of marine resources is needed to ensure long term sustainable development of the sea. The effective valuation of marine resource will ensure that the government gives high priority to the management of marine resources. Furthermore, such valuation will be based upon accurate, reliable and up to date data and information. With good national marine policy in place, our country could achieve sustainable use of our ocean valuable resources.
