Policy makers have been struggling to address appropriate policy to facilitate sustainable community development. Increasingly, there is a belief that the single policy has become unlikely to successfully drive communities toward sustainable path. This paper has revealed list of key indicators, which were derived from leaders in 17 provinces of Thailand. These indicators are grouped into three perspectives: level of community self-dependent, level of community dependent on government support and level of inter- dependent among communities. Through these indicators, policy makers could derive appropriate policy to address different type of community’ characteristics and achieve sustainable development. In addition, this paper proposes development path model that reveal drivers and direction of community progress toward sustainable development. More specifically this paper proposes an instrument that could capture the sustainability potential and provide an overview of development path model, in which, policy making could use the derive different type of policies to enhance the development of communities in Thailand.
