This study of World Muslim Organization and Muslim World under control of the challenges in 21 century focuses on a role and a decision making process of OIC. After 9/11, the pressure group namely the kingdom of Saudi Arabia, the Syrian Arab Republic and the Islamic Republic of Iran have concentrated to the international transform through globalization. The issue terrorism, Islamophobia, human rights and muslim minority are truly concerned with the OIC charter interpretation and its using. The research has given a crystal clear picture that a new OIC charter which appeared in 2008 aims to use instead of an old one. Because of unclear objectives and unobvious academic principle, a new vision of OIC charter played an attention to good governance, human rights, and democracy. It can be said that the interpretation and using of the OIC charter can be analyses by an inner-relation of OIC members and a relation with non-OIC members, especially the decisionmaking process of the pressure group. OIC always joins and plays a sincere role for fighting terrorism by corporation with international community. It can be seen from the OIC declaration at OIC summit conference in the kingdom of Saudi Arabia in 2005 which reached to an anti-Islamophobia and dialogue among civilization. Moreover, the research shows that the concerning of OIC over minority issues is using diplomatic means in accordance with international norms and religious principle in an attempt to solve the Muslim minority issues. In every case in which OIC has been involved with it arise from the obvious human rights violation on the Muslim minorities being done by the states. For the result of interaction between OIC and states in relations to the issue of Muslim minority, it depends on the methods being use by the states to solve the problems. In the same time, any resolution of OIC regarding to human rights, even though for the good sake of Pan-Islam, not only creates any direct confrontation with the Western world and its allies but also follows in the path set up by the Western world. However, any resolution does not against Islamic law. Islamophobia has widespread all over both direct and indirect ways. Even it still exists, the world Islamic organization often gives a crystal clear explanation including OIC for making a right understanding about Islamophobia. From this research, public pay a more attention to the islamophobia phenomena because of a step by step of OIC’s Islamophobia public relation. So, the world community will gradually learn and understand the different between Islamophobia and a true teaching of Islam. Up until now the OIC has passed two instruments concerning its view of terrorism namely OIC Convention on Combating International Terrorism adopted at the twenty-sixth session of the Islamic Conference of Foreign Ministers in Ouagadougou, Burkina Faso in July 1999 and Kuala Lumpur Declaration on International Terrorism adopted Kuala Lumpur Declaration on International Terrorism adopted at the extraordinary sesion of the Islamic Conference (OIC) of foreign ministers on terrorism on 1-3- April 2002. Both these documents condemn terrorism and also make commitments to combat international terrorism. But interestingly they do not define terrorism leaving the task of defining it to the United Nations. In case of OIC- Thai relation, the research finding have come a conclusion that the attitude of the OIC members about the problem of human rights in Thailand is a respect and a confidence in justice and sincere of Thai government for every citizen without any discrimination. Furthermore, a friendship building between OIC and Thai is really important for an economic development connection with Muslim countries, especially in a middle east that are ready for an investment and a helping hand to any Muslim minority community in any place of the world.
