โครงการจัดทำระบบสารสนเทศทางที่ดินและทรัพยากรดินเพื่อการบริหารจัดการ ทำการ ศึกษาใน 3 ส่วน คือ การจัดทำระบบการจัดการสารสนเทศของที่ดิน (Land Management Information System : LMIS) การจัดทำระบบบัญชีทรัพยากรที่ดินที่สามารถเชื่อมโยงกับระบบบัญชีประชาชาติของ ไทย (Satellite Account of Land) และการจัดทำบัญชีเมตริกสังคมเพิ่มเติมทรัพยากรที่ดิน (Extended Social Accounting Matrix of Land Account) การจัดทำระบบการจัดการสารสนเทศของที่ดิน (Land Management Information System : LMIS) แบ่งออกเป็น 7 ส่วน คือ 1. การจัดทำระบบฐานข้อมูลของทรัพยากรที่ดินของประเทศไทย ซึ่ง โครงการฯ แบ่งประเภทของการใช้ที่ดินของประเทศไทยเป็น 5 ประเภท คือ พื้นที่ภายใต้สิ่งปลูกสร้าง พื้นที่เกษตรกรรม พื้นที่ป่าไม้ พื้นที่น้ำ และพื้นที่อื่นๆ และทำการศึกษาใน 3 ระดับ คือ ระดับจังหวัด ศึกษาใน 5 จังหวัดนำร่อง ได้แก่ เชียงใหม่ นครราชสีมา สุพรรณบุรี ชลบุรี และสงขลา ระดับภาคและ ระดับประเทศ 2. การนำเสนอตารางการใช้ประโยชน์ที่ดินกับกิจกรรมทางเศรษฐกิจ ปี พ.ศ. 2543 (Land used by Industry) เป็นการคำนวณระหว่างการใช้ประโยชน์ในที่ดินต่างๆ กับกิจกรรมทาง เศรษฐกิจทั้ง 11 สาขา 3. การนำเสนอตารางบัญชีทางกายภาพของทรัพยากรที่ดิน (Physical Account) ของปี พ.ศ. 2543 เป็นการหาสต็อกต้นปี (Opening Stock) การสะสม (Other Accumulation) การเปลี่ยน แปลง (Volume Changes) สต็อกปลายปี (Closing Stock) ของที่ดินแต่ละประเภท 4. การนำเสนอตาราง บัญชีทางการเงินของทรัพยากรที่ดิน (Monetary Account of Land) เป็นการหามูลค่าของที่ดินแต่ละ ประเภทของประเทศไทย โดยนำบัญชีทางกายภาพของทรัพยากรที่ดิน (Physical Account of Land) คูณ ด้วยราคาเฉลี่ยของที่ดินแต่ละประเภท 5. การนำเสนอตารางบัญชีเศรษฐกิจและสิ่งแวดล้อมของทรัพยากร ที่ดิน (System of Integrated Environmental and Economic Accounting : SEEA) เป็นการนำเสนอการ เชื่อมโยงระหว่างระบบบัญชีเศรษฐกิจและบัญชีทรัพยากรธรรมชาติที่ดินของปี พ.ศ. 2543 โดยบัญชี ทรัพยากรธรรมชาติได้จากการคำนวณบัญชีทางกายภาพและทางการเงิน 6. การนำเสนอตารางบัญชี เมตริกสังคมเพิ่มเติมทรัพยากรที่ดิน (Extended Environmentally Social Accounting Matrix of Land Account : ESAM) เป็นการนำทรัพยากรที่ดินเชื่อมโยงกับระบบเศรษฐกิจโดยรวมของไทย ซึ่งจะสามารถ วิเคราะห์ผลกระทบของการใช้นโยบายทรัพยากรธรรมชาติของดินของรัฐบาลได้ และ 7. เกี่ยวกับกฎหมาย ที่ดินที่เกี่ยวข้องกับทรัพยากรที่ดิน การจัดทำระบบบัญชีทรัพยากรที่ดินที่สามารถเชื่อมโยงกับระบบบัญชีประชาชาติของไทย (Satellite Account of Land) แสดงถึงการเชื่อมโยงระหว่างบัญชีเศรษฐกิจและบัญชีทรัพยากรที่ดินโดย เชื่อมโยงกันสต็อกต้นปี การสะสม (Other Accumulation) การเปลี่ยนแปลง (Other Change) และสต็อก ปลายปี ผลที่ได้จากการวิเคราะห์ จะสามารถทำให้ทราบถึงผลิตภัณฑ์มวลรวมภายในประเทศเชิงนิเวศน์ ของแต่ละสาขาเศรษฐกิจ การจัดทำบัญชีเมตริกสังคมเพิ่มเติมทรัพยากรที่ดิน (Extended Social Accounting Matrix of Land Account : ESAM) เป็นการนำทรัพยากรที่ดินเชื่อมโยงกับระบบเศรษฐกิจโดยรวมของไทยซึ่งจะ สามารถนำไปวิเคราะห์ผลกระทบของต้นทุนการใช้ทรัพยากรที่ดินที่มีผลต่อเศรษฐกิจประเทศไทย The project on establishing of Land Information System & Land Resource for Management is comprised of 3 parts including the Land Management Information System : LMIS, Satellite Account of Land, and Extended Social Accounting Matrix of Land Account. The Land Management Information System : LMIS is separated into 7 parts comprising of 1. The Establishment of the Land Information System Database of Thailand, the project of which separates categories of making use of land in Thailand into 5 zones comprising of : construction structure zone, agricultural zone, forestry zone, water zone, and other zones, and there are 3 levels of studies consisted of i.e. provincial level study, five-pilot province study level comprising of Chiang Mai, Nakhon Ratchasima, Suphanburi, Chonburi, and Songkhla provinces, & Regional and National Level 2. Presentation of table of making use of land on economical activities on all 11 branches 3. Presentation of Physical Account of Land of the year 2000 as or to find out an opening stock, other accumulations, volume changes, and closing stock of each zone of land; 4. Presentation of Monetary Account of Land which is the calculation of each zone of land in Thailand using the Physical Account of Land multiplied by average cost of land of each zone 5. Presentation of System of Integrated Environmental and Economic Accounting : SEEA which presents a connection between Economical Account and Satellite Account of Land of the year 2000 on which the account of land derived from the calculation of physical and monetary account of land; 6. Presentation of Extended Environmentally Social Accounting Matrix of Land Account : ESAM is the use of account of land to connect with the overall economical account system of Thailand which could be analyzed of the impact on the implementation of the land account policymaking of the government and 7. The part dealing with the law dealing with the land account. The Satellite Account of Land demonstrates the connection between the Economical Account & Account of Land which I are connected with the opening stock of the year, other accumulation , other changes and the closing stock. The result of the analysis shall enable us to know the ecological gross domestic product (GDP) of each economic field / branch. The Extended Social Accounting Matrix of Land Account : ESAM is a connection of account of land together with the overall economical account system of Thailand which can be used to analyze the impact on the cost on the use of the land account effecting the economics of Thailand.
