This research aims for 1) Investigate the facts on corruptions in procurements of local administrative organizations 2) Identify the methods used in construction project procurement corruption (mutual consent on bidding) of local administrative organizations 3) To make a conclusion and approaches on prevention of the mutual consent on bidding by local administrative organizations This study was a qualitative study using the sample group of 66 government officers, 15 construction contractors, and 1 mutual consent bidder in Amphoe Muang Chiang Mai local administrative area and Amphoe Saraphee Chiang Mai. The result shows the middle level of overall perspective on the procurement procedures supporting mutual consent on bidding in construction projects of local administrative organizations ar Amphoe Muang and Amphoe Saraphee, Chiang Mai. Procurement procedures by quotation comparison, bid submission, and electronic based procedure that mostly support the mutual consent on bidding in construction projects of local administrative organizations ar Amphoe Muang and Amphoe Saraphee, Chiang Mai, is the steps on setting up of specification or detailed layout and job amount, setting up the market price, qualification set up for tenderer/bidder, tenderer/bidder qualification examination, examination of bidding quotation bill, listing details according to the conditions, and initial screening for qualified bidder.
