The purpose of this qualitative research was to propose guidelines for the development of health promoting behavior of health personnel. The respondents were ten experts experienced in the development of health promoting behavior. The respondents were selected by using purposive sampling. Five of the chosen ten were used as informants whilst the other five were used to confirm the guidelines for the development of health promoting behavior. The tool used for data collection in this study was unstructured interviewing. The data was collected via in-depth interview which was then analyzed by using content analysis, interpretation, synthesis, and conclusion of the guidelines for the development of health promoting behavior of health personnel. The research results revealed that the experts proposed ideas and methods of health promotion of health personnel. Their guidelines for the development of health promoting behavior could be summarized into 8 factors and 7 stages. The factors of guidelines for the development of health promoting behavior were policies, media, role models, leaders, social trends, participation, the advocacy of health, and empowerment. Regarding the 7 stages of the guidelines for the development of health promoting behavior, these were; Stage 1 Constructing knowledge, Stage 2 Establishing awareness, Stage 3 Providing good role models or samples, Stage 4 Promoting commitment, Stage 5 Putting it into action, Stage 6 Practicing as a habit, and Stage 7 Building groups/ networks.
