Moral and ethics are valuable things leading one's life to be happily in a society. The purposes of this research were to study the background of the Buddhist Way School in the current status and all the issues occurred on the area of administration in regard to the development of student's moral and ethics within the Buddhist Way School and to develop the model of administration relating the development the moral and ethics among students who were studying in the Buddhist Way Project-participated schools located in the northeastern region of Thailand or so called Isan. This research is qualitative study which the procedure of research included interview, observation and focus group and the instruments used to gather the data in the study were the designs of interview, observation and focus group. The study was descriptive analysis. The result was found as follow: 1. In regard to the background study for Buddhist Way School Project across Isan, it showed that most of these participated schools aimed to promote or encourage their students and Thai teenagers to be able to develop their self-potential and live peacefully in the society. Under the Three Practices (Tri Sikha) principle, it allowed students to eat, live, look and listen wisely through the cultural process by seeking the wisdom and being generous to be as the basis of living following the Buddhist-style culture and ways of life for Thai people. 2. According to the study of current status and issues related to the management of students' moral and ethics development who were in the Buddhist Way Schools across Isan it was discovered that there was the plan aiming to develop the moral and ethics for student in the annual practical plan for these schools and in regard to the public regulations the strategies were set and assigned to teachers and educational personnel to oversee and arrange the learning environment to be friendly to moral and ethics development in five aspects: physical, primary activity, learning and teaching, climate and interaction and management aspects in accordance with the Buddhist Way School guidelines. On the issues of managing the project, it was showed that schools couldn't effectively achieve the goal of creating the friendly learning environment of moral and ethics development obeying guidelines for five aspects of Buddhist Way School. The underlying causes for this failure included the overload of tasks and responsibilities for teachers, insufficient budget, ineffective follow-up process, no orientation among teachers and students, lack of students' awareness on the importance of participation in the basic living-promoted activities launched by teachers, nonprofessional teacher with skill of presenting the Buddhist principles-based learning as the tactics of issue analysis happened in life, no effective network among home, temple and school and no technology help to facilitate the management and information system to be useful for follow-up and evaluation. 3. On the model development of the moral and ethics within the Buddhist Way School within Isan, it was disclosed that there were 4 stages for developing the model: preparation, action, evaluation and revision.
