"The results of value chain analysis of the upper North-Eastern's rubber industry cluster were shown that farmers were lacking of knowledge of management, distribution channel, and linkage among rubber cluster for creating value added the value chain. The study approaches for strengthening competitiveness in rubber tree agricultural field; which mostly new agricultural field with 700,000 rais and 200,000 tons productivity yield, were survey research with cooperated with the farmers, cooperation, intermediary agents who buy rubber, and related governmental office in surrounded areas; Udon Thani, Nong Khai and Nong Bualamphu province. The research results were shown as follow; 1. Linkages among rubber cluster were nearly impossible. Not only farmers were lacking of grouping and networking skill, but also the supporting office including government and private office were not proper integrated along with the provincial group strategies. Since each governmental office pursued only their policies, the linkage among other office was hardly to happened while the linkage of farmers' group were informal through individual relations among members. 2. The cluster development and supply chain mapping of linkage among the Upper North-Eastern's rubber industry cluster were comprised of the chain of upstream chain; workforce management, financial management, materials, farmer's managerial skill, stream; intermediary agents, local market, rubber manufacture factory, downstream; factory that purchased rubber latex or primary transformed product, and commercial inside and outside of the country. The application of these study and development of linkage among rubber cluster should be strategically applied step by step throughout all stream of value chain; upstream; productivity development and cost reduction of farmer, stream; process improvement for value added creation, and development of market system, downstream; competitiveness creation for developing linkages and value chain which paralleled with the upper north eastern provincial group strategies "
