วัตถุประสงค์ของโครงการคือ 1) เพื่อประมวลองค์ความรู้ของจังหวัดเพชรบูรณ์ที่ประกอบไป ด้วย ข้อมูลทางกายภาพและประวัติการตั้งถิ่นฐาน ประชากร ชาติพันธุ์ และการอพยพแรงงาน การ เมืองการปกครอง เศรษฐกิจ : เกษตรกรรม อุตสาหกรรม การบริการ การเงิน การธนาคาร การค้า การ ลงทุน การศึกษา การสาธารณสุข ทรัพยากรและสิ่งแวดล้อม วิทยาศาสตร์และเทคโนโลยี การท่อง เที่ยว วัฒนธรรมและศาสนา การสื่อสารและการคมนาคม ทรัพยากรบุคคล ชุมชน ภูมิปัญญาท้องถิ่น 2) เพื่อวิเคราะห์ปัญหา โอกาส จุดอ่อน จุดแข็ง และวิสัยทัศน์ในการพัฒนาจังหวัดเพชรบูรณ์ 3) เพื่อ เสนอแนวทางวิจัยและการแสวงหาความรู้ที่ใช้ในการพัฒนาจังหวัดเพชรบูรณ์ 4) เพื่อสร้างนักวิจัยภาย ในท้องถิ่น โดยมีสถาบันราชภัฏเพชรบูรณ์เป็นจุดเชื่อมโยง 5) สร้างความพร้อม ศักยภาพ ความ ภาคภูมิใจ ศักดิ์ศรี และความเข้มแข็งให้แก่ท้องถิ่นในจังหวัด โดยอาศัยการวิจัยที่มีกระบวนการการมี ส่วนร่วมและเรียนรู้ของคนในท้องถิ่นร่วมกัน และ 6) ขยายเครือข่ายการวิจัยเกี่ยวกับจังหวัด การประเมินสถานภาพองค์ความรู้ของจังหวัดเพชรบูรณ์ได้เปิดโอกาสให้ชุมชนได้มีส่วนร่วม และมีมุมมอง ทั้งนี้เพื่อความถูกต้องของข้อมูลและความต้องการในการพัฒนาองค์ความรู้แห่งจังหวัด เพชรบูรณ์ให้ถูกต้อง รวมทั้งข้อเสนอแนะ และแนวคิดในการพัฒนาจังหวัดเพชรบูรณ์ที่เปิดโอกาสให้ ชุมชน ผู้รู้ และผู้นำมาเป็นคณะกรรมการชี้ทิศทาง ซึ่งจะก่อให้เกิดความรู้สึกความเป็นเจ้าของและการ มีส่วนร่วมในการพัฒนาจังหวัดของตนเอง Purposes of the research are : 1) to analyse, criticise interpret, evaluate, and synthesize the knowledge of different sides of Phetchabun systematically as a whole ; 2) to suggest the directions, topics, and research title in an urgent essence to solve problem and to develop the province in the future ; 3) to encourage the local people to learn more about themselves, their community, and their province ; 4) to create develop, and promote the academic and research strength of the local people ; 5) to integrate the research direction and the province by developing prospective in the basis of real information. Data collection was made by studying documents, reports, brochures, and the annual reports of concerned departments, including interviewing the educated people, scholars, and administrators from both government and private sectors. The knowledge received was classified into different fields gathered as a draft document report about the evaluation of 13 topics of the knowledge. The report was then proposed to a guiding committee 4 times to give consideration, After that, the researching team held 8 meetings to correct the report as a suggested by the committee. Finally, the last corrected draft report was later proposed to the concerned departments to prove the information before being brought for public opinion. The report was then once more brought back for correction as a suggested by the concerned departments, After that, the draft report was taken to the community for public opinion. Undertaking this research created the network of local researchers who offered more information and shared their opinions. There was the suggestion for analysing Phetchabun opportunities, weak points, and the research titles as well as the researchers needed to be urgently undertaken by any departments because they were related to people's life quality such as examing the chemical residue in the serum of farmers who make up the largest population, 65% of people in Phetchabun.
