The purpose of this research was to verify the Community Base - Health Promotion Model (CB - HPM) through determination of health education practiced by health service personnel in General and Regional Hospitals in the Public Health Region 8. The model provided guide line for conducting health education in hospital with focus on developing ownership, participation and empowerment in the clientele. Health service personnel 146 persons were asked to see how often did they perform in order to meet each element of the model. Accidental sampling of 185 clientele were also interviewed. A computer program SPSS for Window was used to analyze data for frequency and percentage. The research finding were as followed: Generally, health service personnel perform somewhat ways conducive to develop ownership, participation and empowerment among the clientele. Considering at each element, it was found that: A few of health service personnel perform in such way to develop ownership at the level of need assessment, operating, sustainable, and evaluation, but more of them did at the planning and organizing level. Quite a few personnel have tried to conducted health education program that allowed the clientele to participate at the level of need assessment, operating, and evaluation, but over half of them did at the planning and organizing and sustainable level It was also found that a few of personnel have conducted the program to empower the clientele at the level of evaluation. Over half of them stated that they did try to empower the clientele at the planning and organizing, operating, and sustainable level. Much more personnel confirmed that they did try to empower the clientele at the need assessment level.
