The objective of the study on "Problems and Obstacles in the Operation of the Unitof Voting Officers : A Case Study of Region 5, Chiangmai Province" are as follows : 1. To study about the problems and obstacles of the unit of voting officers in takingtheir duties in the election of members of parliament on January 6, 2001 2. To study about the knowledge and understanding of the roles and duties as well as the methods of operations of the unit of voting officers, as in the election of the member of the parliament. 3. To know the methods of solving the problems and obstacles that occur through the operation of the unit of voting officers in the election of the member of the parliament. This study used the 400 samples from the unit of voting officers in the election of the member of the parliament on January 6, 2001. The research was conducted by quantitative research. The result of the study found that the most problematic issue was the rate ofthe payment for the unit of voting officers that was unsuitable. For other problems andobstacles towards the operations of the unit of voting officers, which were, thewillingness in the operation, the responsibility for legally claim, the process of theelection, the numbers of the unit of voting officers, the knowledge and understandingin the roles and duties of the unit of voting officers, the duration of operation, the knowledge and understanding of the process of election, the voice of the voters, thenumbers of the voters per a unit, the distance of the unit of voting to the vote countingoffice, the cooperation with the regional voting officers, were generally positive. As for the issues about the knowledge and understanding about the roles andthe duties as well as the operational methods, the research found that, the unit ofvoting officers has median level of knowledge and understanding. The author had set 2 hypothesis as follows

~bFirst hypothesis.~b The process and method in voting were the problems andobstacles towards the election commission of the unit of voting officers. Thehypothesis was proved negative. ~bSecond hypothesis.~b The knowledge and understanding of the unit of votingofficers were insufficient that lead to the problems and obstacles for the operation ofthe unit of voting officers. The hypothesis was proved negative. The authors suggested 4 issues as follows : 1. The election commission should consider about the rate of the payment forthe unit of voting officers again. Especially the rat of payment for thecounting officers should be added to be equal with the other officers. Thiswill encourage the operations of these officers and reduce the problem ofthe lunch sponsorship from some candidates. 2. The election commission should add more advertisement of the newsystem of the election for the majority of the people. This should beincorporate with the other organization, both public and private sector, topublicize the new system of the election. The election commission shouldinstill the attitude and the consciousness for the people to realize theimportance of the election of the good representative to the parliament. Aswell as to make them understand the impact that would happen if theyelected their unsuitable representators. 3. The regional election commission should realize on how to train the unit ofvoting officers to have the best knowledge and understanding of the election process. They would, as well, have to explain the problems thatwill occur after the election for example

the problems of the examiningthe voting of the voters because the voting evidence is incomplete. Thetrainers should be opened to ask questions while training which would bethe conversation between the lecturer and the trainees. 4. The election commission should gather the problems that occur during theoperations in the unit of voting. And they should find the ways to make thehandbook of the unit of voting officers that is complete and concise as well ascan be used in the real situation. This handbook should advise thetechnique to save time and declare all the mistakes that always happenduring the operation in the unit of voting.
