The purposes of this study were three-fold: (I)To develop a distance tutorial system via Internet forSukhothai Thammathirat Open University, (2) To comparelearning achievement of received tutoring students viaInternet and those received tutoring throughface-to-face method, and (3) To find out the degree ofopinions of the students who studied via Internet. The subjects for this study comprised 40 graduatestudents of the Department of Educational Technologyand Communications, School of Education, SukhothaiThammathirat Open University taking the course onEducational Technology and Communications in HumanResource Development on the second semester of the 1997academic year. They were selected through the simplerandom sampling technique and divided into two groups:the experimental group received learning via Internetwhereas the control group received learning from theface-to-face method on Unit 5, 6, 8: EducationalTechnology and Communications in Human ResourceDevelopment Course. The findings were as follows: 1. The developed Distance Tutorial System viaInternet (DTSI Plan) for Sukhothai Thammathirat OpenUniversity comprises six components arranging in sixlogical steps: (I) Analyzing Setting, (2) ConstructingPrototype, (3) Producing Instructional Packages, (4)Testing Prototype, (5) Conducting Teaching and LearningActivities, and (6) Evaluating and Revising. Theconceptual model was used to illustrate the DTSI Plan.The DTSI Plan was rated by experts in educationaltechnology and distance education as "VeryAppropriate". 2. There was no significant difference in thelearning achievement of the students received tutoringvia Internet and those received tutoring throughface-to-face method at the .05 level. 3. The degree of opinions of the students whoreceived tutoring via Internet was rated " VerySatisfied".
