This thesis is aimed at studying and analyzing:problems and demands of people in Chao-Chet SanitaryDistrict development

potential, procedure and processof public participation in community developmentplanning process

and strengths and weaknesses ofcommunity development planning process by the method ofpubic participation. It is also aimed at proposingguidelines for community development process by themethod of public participation and techniques to pmpromote the pubic participation in communitydevelopment planning process. This thesis employs the primary data from a fielddata: an interview, questionnaires, an observation, anda field survey, as well as the statistical analysis ofSPSS/PC('+) and qualitative analysis. According to the study, first, the major problemswith which people's wants in community development arein accordance with deterioration of natural resourcesand environment, and lack of infrastructure. Next,people in Chao-Chet Sanitary District could identifytheir own problems, provide information andconsultation, and does not reject the pub}icparticipation. However, they do not have enoughknowledge and realize their rob and duty in communitydevelopment Finally, the strength of communitydevelopment by the method of public participation isthe ability to identify problems comprehensively anddirectly while the weakness is spending more time, costand personnel. There are suggestions as follows. First,guidelines for community development planning processare ones of problem solving and development on landuse, infrastructure, socio-economics, and naturalresources and environment Second, following is themechanism leading to the success of the communitydevelopment planning process by the method of publicparticipation: a planner should be aware of his roleand duty to follow the planning procedure such as datacollecting, verification, and analysis, reasoning,decision-making and working with local people

agovernment of official should educate and providepublic more chance to participate in communitydevelopment planning process. It is also suggested thatpeople should know about techniques and procedures touse their right in community development to use them asa tool for community 's problem solving and analysis.
