The “Development of knowledge and strengthen the capacity of local researchers and local government organizations in the development of network management information system to support the decision making in the development of spatial four southern provinces. As follows: 1) To monitor the data of the research area to import data in the Pan Data Program and MapWindowGIS, including advice and solving various technical problems from the use of the program 2) To develop plug-in in MapwindowGIS to link attribute data and spatial data. The objectives of this research are: 1) To support the knowledge of databases and the Microsoft Access to responsible person who prepared the database system of local governments in the project areas. 2) To develop and improve the software which use in various projects to link between the programs effectively. 3) To study the factors lead to success in the household management information systems to support the decision system for the development of target area. 4) To study the appropriate and the efficiency IT technology transfer with the responsible persons for the preparation of the database system in local governments and general persons who have a little knowledge of databases and Microsoft Access. 5) To study a role and a mission of a district assistant to encourage the expansion of district information system for effectively decision making. 6) To study a best practice of the creating database process of local government can be utilize effectively. This research finds that : In each area has the same problem, which is importing of data. Some areas can import data of the targets. The successful importing factors are: 1) The local administrator know the important data and want to use the data which is accurate and up to date. 2) The local community leaders know the important of providing data and information needs. 3) The researchers have ability to coordinate with the local government and can resolve the problems in each area. 4) The researchers have a knowledge and able to use Pan Data program and Map Windows GIS as well. 5) The researchers have a resolute determination in their work. The unsuccessful importing factors are: 1) The local administrator and the local community personnel don’t have a knowledge in database. 2) The local community leaders ignore the important of the information. 3) The researchers have not coordination with the authorities in the area and they do not visit the area continuously. The opinion of the important of information in the database to support decision making of four Southern of provinces find that the overall is a high level ( x = 3.74) The development of plug-in to use the data between the Pan Data Program and the Map Window GIS (Plug-in uses in Map Window GIS) are: 1) This plug-in can be applied with the Map Window GIS in version 4.4 – 4.8 but the Map WindowGIS in version 4.7.5 has a problem when this program is used in Thai language. 2) This plug-in can use in Microsoft Access and Microsoft Excel in version 2003 – 2007. 3) The overall of the satisfaction in the use of plug-in is a high level ( x = 3.96)
