- The research and development project to develop learning management by means of the development of local data system in order to develop Northeast region had been conducted to develop research managers’ management competencies by means of learning management process together with the teaching and learning process conducted by 6 Rajabhat Universities in Northeast region and to establish the data base towards the sub district area development via the learning management process which was considered as the base leading to research proficiency to develop those 6 Rajabhat Universities in Northeast region, continuously. The target areas in this research included Nakhon Ratchasima, Buriram, Srisaket, Ubol Ratchathani, Udon Thani and Loey. The study found that 6 Rajabhat Universities network in Northeast region shared the similar project management pattern; that is to say, raising questions with the concerned parties in upstream level, coordinating, following up and supporting small research project in the middle stream level and applying of research results in downstream level. This was resulted from the development of research managers’ management competencies by means of the development of research project and knowledge management via the local data system to develop Northeast area. This particular project focused on developing research managers, advisers of research project and students by building understanding towards the research projects which made each university connected, publishing research project manual, organizing exchanging discussion, training, experience sharing and following up process. iv Researchers found that every research manager was basically capable of managing research project. The group that was categorized in the good level, capabling of effectively managing basic issues, included Nakhon Ratchasima, Srisaket and Loey; However, Udorn Thani, Buriram and Ubol Ratchathani were in very good level since they initiated research system to be more dynamic, powerful in participation and research implementation together with the developmental changes was found in terms of learning skill development and participating students’ attitudes towards learning. However, in terms of internal project management system in the developmental project data base, we found that Nakhon Ratchasima was viewed as a model which was designed, developed and magnified the results to other universities. When considering about establishing data system to develop sub district area by means of learning management process which would be considered as a base producing research proficiency in order to develop 6 Northeast Rajabhat Universities and we found that each university had completely designed four-component data bases; Local Government Organization Administration general information data base system, ABCPUS/ MAG project data base, sub district situational analysis and area problems and needs data base. These data bases were implemented to develop both in the area; strategies and policies establishment, problems solving and sub district area development and to publicize data bases to public and university teaching and learning reformation by using local data base to develop sub district as a tool.
