โครงการ “การพัฒนาศูนย์การเรียนรู้การจัดการอาชีวอนามัย และความปลอดภัยในงานศิลปหัตถกรรมพื้นบ้าน ในศูนย์ศิลปาชีพบางไทร ในสมเด็จพระนางเจ้าสิริกิติ์พระบรมราชินีนาถ ระยะที่ 2” นี้ เป็นโครงการต่อเนื่อง จากโครงการการพัฒนาศูนย์การเรียนรู้การจัดการอาชีวอนามัยและ ความปลอดภัยฯ ที่ได้ดำเนินการมาก่อนหน้านี้ วัตถุประสงค์ของโครงการฯ ในครั้งนี้คือ การพัฒนาศูนย์การเรียนรู้ฯ และดำเนินการต่อเนื่องในประเด็น หลัก 4 เรื่อง คือ การปรับปรุงสภาพแวดล้อมในการทำงานในแผนกต่าง ๆ การพัฒนาวิชาการ และสื่อเรียนรู้ต่าง ๆ การพัฒนาการจัดการบริการอาชีว อนามัยและความปลอดภัย สำหรับสถานีอนามัยคัคณางค์ และการจัดทำพิธีการเปิดศูนย์เรียนรู้ฯ ในวาระเฉลิมฉลองสมเด็จพระนางเจ้าสิริกิติ์ พระบรมราชินีนาถ มีพระชนม์มายุครบ 6 รอบ รวมทั้งการประชาสัมพันธ์ศูนย์ด้วย การปรับปรุงสภาพการทำงาน มีการดำเนินการใน 22 แผนก โดยเน้นการมีส่วนร่วมของคณะครู อาจารย์ และนักเรียนในแผนกต่าง ๆ เหล่า นั้น การพิจารณาปรับปรุงสภาพการทำงานจะอาศัยผลการศึกษาจากโครงการวิจัยก่อนหน้านี้ ตัวอย่างของสิ่งที่จะปรับปรุง ได้แก่ การจัดระเบียบความ เรียกร้อยในที่ทำงาน การตีเส้นในแผนก การจัดหาวัสดุอุปกรณ์ต่าง ๆ ที่จะก่อให้เกิดความปลอดภัยในการทำงาน การจัดหาอุปกรณ์ป้องกันส่วนบุคคล การจัดทำป้ายต่าง ๆ รวมทั้งการจัดทำข้อมูลความปลอดภัยของสารเคมี สำหรับการจัดทำเนื้อหาวิชาการและสื่อเรียนรู้ต่าง ๆ จะมีการกำหนดผู้เชี่ยวชาญเพื่อจัดทำเนื้อหาวิชาการซึ่งมีประมาณ 30 เรื่อง หลังจากนั้น จะจัดพิมพ์เป็นคู่มือประกอบการสอนและเผยแพร่ให้แก่ผู้ที่สนใจ พร้อมกันนั้นเนื้อหาวิชาการดังกล่าว ยังได้มาจัดทำเป็นสื่อเผยแพร่ต่าง ๆ เช่น ทำสื่อ วีดีทัศน์ โปสเตอร์ และนิทรรศการ เป็นต้น สื่อต่าง ๆ ที่ได้เหล่านี้จะใช้ในการเตรียมการในพิธีเปิดศูนย์เรียนรู้ฯ ด้วย รวมทั้งใช้ประชาสัมพันธ์ให้แก่ ประชาชนทั่วไป การพัฒนาการจัดบริการอาชีวอนามัยสำหรับสถานีอนามัยนั้น มีขั้นตอนดังต่อไปนี้ คือ การวิเคราะห์จุดอ่อน จุดแข็งและประเมินความ พร้อมของหน่วยบริการ รวมทั้งการพัฒนาแนวทางในการจัดบริการอาชีวอนามัย การพัฒนาทักษะให้กับเจ้าหนร้าที่สถานีอนามัย โดยการจัดการฝึกอบรม เป็นระยะเวลา 4 วัน หลังจากนั้นกำหนดให้มีการวางแผนและดำเนินการจัดบริการตามแผน ผลการดำเนินงานพบว่า สามารถจัดบริการอาชีวอนามัย ให้แก่กลุ่มประชากรเป้าหมายได้ในระดับหนึ่ง หลังจากโครงการฯ นี้แล้ว ทางสถานีอนามัยมีแผนที่จะดำเนินงานต่อไปอย่างต่อเนื่อง โดยสรุปการดำเนินโครงการพัฒนาศูนย์เรียนรู้ฯ สามารถดำเนินการได้บรรลุตามจุดมุ่งหมายทุกประการ ผลการดำเนินงานของโครงการ นอกจากจะมีประโยชน์ต่อบุคลากรในศูนย์ศิลปาชีพบางไทรเองแล้ว ยังสามารถขยายผลที่ได้จากโครงการดังกล่าว ไปยังกลุ่มเป้าหมายอื่น ๆ เช่น ศูนย์ ศิลปาชีพอื่น ๆ ทั่วประเทศ รวมทั้งนำผลงานที่ได้ไปเผยแพร่ให้แก่ผู้ที่สนใจได้อีกด้วย The project of “The development of Occupational Health and Safety Management Learning Center at Bangsai Folk Art and Craft Center, The suppert foundation of H.M. Queen Sirikit of Thailand : Phase II” was the continuous project following the phase I of the same title. The aim of the project was to develop the learning center by carrying out the 4 main activities: 1) the improvement of working conditions and environment, 2) the development of occupational health (OH) knowledge and media, 3) the development of OH service at the health center, and 4) arrangement of the opening ceremony of the learning center. The improvement of working conditions and environment was conducted in 22 workshops. The process of improvement involved participation of all people such as teachers, students, and administrators. The concept of improvement came from the result from previous study. These included 1) cleaning up of workplaces, 2) lining in each section, 3) preparation of safety equipment, 4) provision of personal protective equipment, 5) preparation of safety sign, and 6) provision of material safety data sheet. The process of preparation of OH manual and making media was undertaken among expert team. Each expert wrote each chapter. There were totally 30 chapters in the OH manual. After that, each topic was designed to prepare for poster, exhibition, and CD. All of these media were used during the opening ceremony of the learning center for the celebration of the 72 years of the Queen’s birthday. After finishing that event, all media was distributed to the public who was interested in occupational health. It was necessary to develop OH service to sustain OH activities at the Bangsai center. Nowadays, Kakkanang health center is established to be responsible for health provision of the Bangsai center. The steps of development of OH service include staff competency analyses, setting up of standard practice guidelines, training, and setting up of action plan. After the training course, all staff had self-confident to carry on OH activities. They can provide OH service and set up future plans. In conclusions, the project can achieve its objectives. The results of the study showed their usefulness on target population. In addition, the model of this study also expanded to implement into other Folk-Art and Craft centers under the foundation of the Queen Sirikit throughout the country. The project of “The Development of Occupational Health and Safety Management Learning Center at Bangsai Fork Art and Craft Center, The support foundation of H.M. Queen Sirikit of Thailand: Phase III” was the continuous project following the phase II of the same title. The objective of this project was to adopt or modify the model of Occupational Health and safety management from previous study into other Fork Art and Craft Centers throughout country. The occupational health service at Fork Art and Craft Center was also maintained and strengthened. Main nine Fork Art and Craft Centers are located in 5 provinces: Mae Hong Sorn, Lampang, Sakonnakorn, Nakornsrithammarat and Narathiwat. The staffs from local public health offices and their networking team were trained on occupational health service. The training course was sponsored by the Bureau of Occupational and Environmental Diseases, Department of Disease Control. After the training course, all activities were set up by the team including the representative from Fork Art and Craft Centers and they were set up suitable for the occupational health problems in each area. The process of occupational health service in each Fork Art and Craft Centers included 1) workplace survey to identify risk 2) improvement of working conditions 3) set up training course on occupational health and general health and 4) provide health examination. The lung function test and visual test were also included. After carrying out the project, the importance of occupational health and safety management was realized by local officers, the administrators and workers at Fork Art and Craft Centers. The occupational health service model learnt from this project can expand to other types of occupation especially in self-employed groups. The next step of development of occupational health and safety management should strengthen the cooperation among all people such as local public health offices the administrators and workers at Fork Art and Craft Centers to improve the better working conditions and better occupational health services.
