The spread of drugs in Thailand has reached a critical level at thecurrent time. In spite of the attempts on the part of the governmentexerted through multi-million drug suppression projects, the problem isstill on the top of the list. Moreover, the severity of the problem seemsto increase. The research study in this paper has been conducted to empiricallyprove an innovative approach to the solution of drug problems. The approachis a community drug prevention program with the objectives of devising adrug prevention program which centers all the efforts on the communityitself, experimenting on the implementation of the community drugprevention program, and studying the effects of the community drugprevention program. Also, the pattern of drug spread, the causes, and otheraspects of drug problems in Thailand have been closely examined. The studydetails the experiment on the community drug prevention program in bothcontrolled and experimental groups which are separated into communityleaders, drug abusers, non-drug abusers and their parents, and drug abusersand their parents so that the effectiveness of the program is clearlyvisible. The results of the implementation of the program has beencarefully examined in order that recommendations can be made to the policymakers, administrators, community leaders, the community itself, as well asother private organizations. The study is both qualitative and quantitative in nature. Thequalitative part was conducted to ascertain the causes and the severity ofthe problems, the pattern of the distribution network, as well as theeffectiveness of the traditional drug solution programs. Both individualand group interviews have been conducted, and observation has been carriedout. Various descriptive statistics such as measures of central tendencyand measures of dispersion, a program designed especially for analyzingrelationship networks (i2), were utilized to arrive at the results. The quantitative parts involved the distribution of thequestionnaires designed especially for the five groups of people involvedin drugs (mentioned in paragraph 2). The data have been analyzed throughANOVA and independent Sample t-test. The results of the study showed thatthe main results for drug abusers in the juvenile group are mainlyconcerned with biological, psychological, and environmental factors. Thepattern of distribution assumes the Multi-level Spread one, with the lifecycle of 6 to 12 months for each level. Therefore

the main emphasis of theprogram is to stop the vicious cycle at the beginning level by simultaneousrehabilitation of the drug abusers and prevention of the drug sellers fromdistributing drugs. At the same time, the solutions at the causes(biological, psychological, and environmental) should be enforced byfollowing the 10 procedures illustrated in Appendix B. After theexperiment, all the 28 drug sellers in the experimental community hadcompletely stopped their operation within 45 days. All of those drugsellers have started their new lives with new careers. Today, all the 179drug abusers in the control community have completely stopped theirbehavior fifty-eight point nine percent of the drug abusers got a new jobwith support from the community. From the start of the community drugprevention program, the community has not witnessed any community membersstarting to use drugs. Through the analysis of the data, the implementation of thecommunity drug prevention program was very effective. The findingsindicated that the right attitude against drug usage has increased. For thebehavioral aspects, the findings indicated that the skill to "Say No" todrugs and cohesiveness because non-drug abusers and their parents hassignificantly increased. With regards to synergy within the community, onlythe commitment of the community leaders has significantly increased. Thefindings of the severity towards the drug problems have shown that theestimated number of drug sellers has significantly decreased. Overall, theestimate of drug abusers has significantly decreased. The perceived safetyfrom drugs in the community of the total sample has significantlyincreased.
